Windsurfing in Brooklyn??? That's what we thought too, but Plumb Beach is worth checking out. It is the closest launch to NYC with good wind, has a nice sandy beach, and the water quality has improved tremendously over the past several years.
Closest beach to NYC with decent wind.
Nice sandy launch site.
Please be advised that parking lot and the beach were completely closed for public in the fall 2012 due to major renovation. The beach will presumably be open in the fall 2013 however project includes construction of two jetties that will undoubtedly affect attractiveness of the beach as a windsurfing site.

The parking lot is only accessible from the eastbound side of the Belt Parkway. The pull-out for the lot is between Exit 9 (Knapp Street) and Exit 11 (Flatbush Avenue). Look for the round maroon restroom facility.

The sensor is located at the Venice Marina just across the highway from the launch. The terrain around the meter is fairly flat so the meter has a good correlation to the launch. Westerly winds are somewhat blocked both at the launch and the meter. As you sail away from the beach into cleaner air, due west winds will probably be closer to the reported gusts than the average.
