Here is a brief description on sailing in and around the Garibaldi / Rockaway area posted by one of our users...

"There is a long stretch of sand beach starting from the south jetty of Nehalem Bay after you go through Brigthon and hit the straight stretch of HWY 101. There is a turnoff right at that point which takes you to a beach access where you have to double back north and then there is a parking lot. I was hoping the jetty would provide a decent wrap around wave. It seems like the NW winds go past the jetty creating a light wind zone and then pick back up a little further down the beach (approx 1/4 mile). The winds were about the same as Manzanita and the beach was wide open. There looks to be a wave break that could be decent just north of Manhattan Beach Wayside Park (an Oregon State Park) which is the second turnoff. You can see Manzanita from there and see sailors. The third turnoff is the main beach in Rockaway Beach and also has a parking lot and is about 2 miles south of the jetty. I didn't see any big potential for a wave break but the winds can be decent enough to sail. All three turnoffs have good access to the beach."
